Many programmes have not adequately incorporated participatory monitoring in their activities. Consequently, monitoring has continued to be viewed as an activity that is carried out by outsiders, or an activity to satisfy funding conditionality. Where monitoring has existed, it has mainly focused on efficiency (i.e. numbers of completed activities), overlooking the effectiveness (i.e. functionality, utilization), for the realization of the intended benefits. Even then, the information collected is not fed back to the users. This has led to delayed or no action taken on problems identified leading to unreliability of services and collapse of installations, contributing to the projects/programs not achieving the intended results.

The course “Result-Based Monitoring & Evaluation of Water and Sanitation Projects: applying result based approaches towards attainment of MDGs introduces new approaches and strategies for in-building monitoring into projects/programme activities.
